Job Description:

Procurement Strategy & Planning:



  • Develop and implement a comprehensive procurement strategy for sourcing paddy from smallholding farmers, local markets, and mill gate area.

  • Create seasonal procurement plans based on production needs, market conditions, and quality requirements, ensuring alignment with the mill’s production schedules.

  • Forecast procurement requirements by collaborating with the production, sales, and quality assurance teams to ensure sufficient supply of paddy, considering the varieties (1121, 1509, etc.) and volumes required.


Smallholding Farmers Engagement:



  • Establish and maintain relationships with smallholding farmers and farmer facilitation centers to ensure a consistent supply of high-quality paddy.

  • Promote direct procurement from farmers at the mill gate to reduce intermediaries, lower costs, and ensure better control over the quality of raw materials.

  • Develop training programs and support initiatives for farmers to improve paddy quality and consistency, ensuring adherence to lab parameters.


Gate Area Procurement:



  • Oversee procurement from local suppliers and at the mill gate, ensuring that paddy procured meets quality standards and lab-tested parameters before acceptance.

  • Set up an efficient system for gate procurement, allowing for timely delivery and rapid quality assessment, minimizing waiting times and maximizing efficiency.

  • Negotiate competitive pricing with local suppliers and smallholding farmers, ensuring cost-effective procurement without compromising quality.


Quality Control & Lab Testing:



  • Ensure all paddy procured adheres to predefined lab parameters, including moisture content, foreign matter, impurities, and grain quality.

  • Work closely with the Quality Assurance team to monitor the quality of paddy before and after procurement, rejecting any shipments that fail to meet established standards.

  • Implement quality checks and collaborate with lab technicians to ensure paddy meets internal benchmarks, helping to minimize waste during production.


Supplier & Vendor Management:



  • Identify and build relationships with new suppliers while maintaining strong partnerships with existing vendors to ensure consistent supply.

  • Conduct regular supplier audits and reviews to ensure compliance with quality standards and delivery timelines.

  • Negotiate terms and pricing with suppliers, aiming for the best possible deals while ensuring the quality and timeliness of deliveries.

  • Establish a network of reliable suppliers to minimize supply chain disruptions and ensure timely procurement, especially during peak seasons.


Negotiation & Contract Management:



  • Lead negotiations with farmers, suppliers, and vendors to secure favorable terms and conditions, including pricing, payment terms, and delivery schedules.

  • Draft, review, and manage procurement contracts, ensuring compliance with company policies and relevant regulations.

  • Use strong negotiation skills to strike the best balance between price, quality, and delivery timelines, contributing to the overall profitability of the business.


Procurement Process Optimization:



  • Implement and maintain an efficient procurement system to streamline operations, reduce procurement lead times, and ensure that production is not delayed due to raw material shortages.

  • Work closely with the production and logistics teams to ensure timely delivery and storage of paddy, minimizing delays in processing.

  • Continuously analyze procurement data, market trends, and supplier performance to improve the overall procurement process.


Inventory Management & Control:



  • Work with the warehousing team to ensure optimal storage conditions for paddy, avoiding wastage, spoilage, or contamination.

  • Maintain accurate records of paddy inventory, deliveries, and procurement schedules to ensure that stock levels meet production demands.

  • Monitor inventory levels to avoid overstocking or shortages, adjusting procurement strategies accordingly.


Budgeting & Cost Control:



  • Prepare and manage the procurement budget, ensuring that costs remain within set financial constraints while securing the necessary quantity and quality of paddy.

  • Track and report on procurement costs, highlighting areas for cost savings or efficiency improvements.

  • Provide financial analysis on procurement activities, offering insights into cost-effectiveness and vendor performance.


Compliance & Risk Management:



  • Ensure all procurement activities comply with company policies, legal regulations, and industry standards related to food safety, quality, and sustainability.

  • Proactively identify risks related to supply chain disruptions, price volatility, and supplier performance, and develop mitigation strategies.

  • Work closely with the legal and compliance teams to ensure all procurement agreements and contracts are legally sound and protect the company’s interests.
