Job Description:

Purpose of consultancy:

Government of Pakistan recognizes gender equality and women’s empowerment as an effective pathway to stimulate sustainable development, thus ratified a number of international treaties, agreement and convention including Sustainable Development Goals (SDGs). The establishment of the Commissions on the Status of Women (CSW) at national and sub-national levels is one of the key developments made in this connection. However, the Commissions need substantial support for building internal systems for performing their role effectively. UNFPA is supporting the Commissions in this regard.

Khyber Pakhtunkhwa Commission on the Status of Women (KPCSW) has recently been made autonomous and tasked with monitoring the implementation of the Khyber Pakhtunkhwa Women Empowerment Policy framework, among others. This will include advocacy for policy and legislative reforms, collection and use of robust and reliable data; and establishing systems for monitoring and addressing violations of women’s rights, including at district level. KP Commission on the Status of Women has established its District Committees (DCSWs) responsible for implementation of the policies/programs/projects of the Commission.

To enable KP CSW to raise awareness and sensitize communities about women and girl’s rights and the work of the DCSWs, UNFPA is seeking the services of an individual media consultant to plan, develop and coordinate airing of radio programmes and short spot messages in KP province

Scope of Work:

Overall Objectives

To conceptualize, coordinate, and ensure delivery of a radio programme to increase public awareness on Gender Based Violence by generating discussion on subject matter in public arena. More specifically the radio programmes will increase understanding among the general public, especially women and girls on the:

o   Issues of gender based violence and traditional harmful practices, and their root causes.

o   Effects of GBV on the physical and emotional health of women and girls, and on the household.

o   Reproductive health issues and rights of women.

The radio programmes will also disseminate information on GBV response services, relevant laws and policies and other support structures so as to encourage survivors to seek specialized help and support.

The radio programmes should include the testimony/testimonies of survivor(s) of GBV and her/their journey to recovery and breaking the silence.

 

o   The consultant will develop a plan with the radio station to ensure airing of programmes at prime times to reach the intended audience.

o   Each radio programme should be minimum of 30 minutes and should have a guest speaker(s) discussing a specific GBV related theme.

o   Short spot messages should be of varying length starting from 30 seconds to 2 minutes.

Target Audience:

The target audiences of the radio programs and spot messages will be girls and women (age 18-60), men and the general public of Khyber Pakhtunkhwa (KP) province. 

Key Activities:

o   Consultant will develop an inception report covering outline of the programs, short spot messages and the list of guest speakers for each program with timelines.

o   The consultant will identify radio station which has the widest reach (across KP province), coordinate with the broadcaster(s), and ensure that the programmes are also being heard in rural areas.

o   Carry out analysis with regards to selection of suitable timings, host and identify renowned speaker(s) keeping in consideration the sensitivity of issue and target audience.

o   Consultant will develop outline of radio programmes and scripts for short spot messages, and share with KPCSW for review and approval.

o   The consultant should coordinate with the radio station to ensure successful airing of the live radio programmes according to the developed plan approved by KPCSW.

 

Radio Programmes and messages will be based on following themes and there will be two short spot messages during each radio programme:

v  Types of gender based violence and possible psycho-social and economic effects.

v   Effects of GBV on survivors (most of the survivors are women) general and mental health.

v  Sexual and reproductive health issues and rights of adolescent and young people.

v  Customarily/traditionally harmful practices such as honor killing, Suwara and child marriage.

v  GBV response services at community level and multi sectoral GBV response mechanism.

v  Role and functions of KP CSW and it district committees regarding GBV issues.

Note:

o   Copyright for all materials produced will rest with KPCSW. 

o   UNFPA will not be responsible for any costs or liability incurred other than that agreed budget.

o   Content will be submitted to KP CSW in Urdu and Programmes will be aired in local language (Pashto).

o   Prior written consent should be obtained from all guest speakers willing to be featured on the radio programme

Duration and working schedule:   July-September 2018

Places where services are to be delivered:   Peshawar, Khyber Pakhtunkhwa

Delivery dates and how work will be delivered: Consultant will provide soft version of content, recording of the radio programmes and short spot messages to KPCSW for further use.

Monitoring and progress control, including reporting requirements, periodicity format and deadline: The consultant will share the airing schedule with KPCSW well in advance to facilitate timely information sharing with other stakeholders.

Supervisory arrangements: Consultant will be reporting to Deputy Representative UNFPA and the Chairperson KPCSW.

Required expertise, qualifications and competencies, including language requirements:

Qualifications

Bachelor in mass communication, media sciences and/or any other discipline related to the assignment.

Knowledge and Experience

o   Consultant should have 7 years’ experience and technical expertise, of working on relevant issues and developing radio programmes.

o   Willingness to conduct fieldwork and outstation assignments, if required.

o   Candidate should have substantial experience and knowledge of media campaigns and writing scripts.

o   Computer skills, good knowledge of MS Word, Excel, PowerPoint, e-mail and Internet;

o   Good organizational and coordination skills

o   Competencies in Urdu language.
