Job Description:

General Position Summary

This position will be facilitating the Country Office Human Resources department in daily HR related activities and in fulfillment of all HR functions in Lahore office.

Essential Job Responsibilities

Recruitment & Selection:

  • Support and facilitate in recruitment and selection related HR activities of PIU Lahore based positions by:
  • Assist hiring managers in preparation and processing of Personnel Request Form (PRF) / Personnel Action Form (PAF)
  • Assist hiring managers in finalization of Position Description (PD) and preparation of draft advertisement in consultation with Country HR department, for circulation
  • Assist HR Department in the long listing process
  • Making telephone calls to the final shortlisting candidates
  • With the support of hiring manager and Country HR, preparing the interview documents
  • Compile the interview results
  • Reference and world tracker check of the selected candidate 

Personnel Documents Filing:

  • Responsible to collect/gather all the documents of newly hired PIU team members, and send to Country HR for filing.
  • Support Country HR department in updating Job/Personnel file tracking sheets of Project Implementation Unit team members and keeping supervisor informed on regular basis.
  • Responsible to support the preparation, update and track needed changes in employee files including employment contracts, activity reports, leave tracking, and other personnel matters on daily/monthly basis.
  • Responsible to establish and maintain appropriate filing systems for all correspondence related to HR at PIU level.

Collection & Filing of Activity Reports/Timesheets:

  • Responsible to follow up with departments/field teams for the timely submission of activity reports and ensuring that the activity reports are correct and as per protocols and forwarding these to the Country HR.

Health Insurance:

  • Responsible to guide the newly hired team members in completing health insurance forms and coordinate with Country HR for additions/deletions.
  • Collect and forward insurance claims of PIU team members to Country HR
  • Maintain a database for tracking of insurance claims of PIU team. 

Employment documents:

  • Responsible to draft the selected employee offer letter, PAF and employment contract and share with Country HR
  • Assist the selected employee in filling of the employment documents
  • Responsible for PIU based new employee orientation process, as per Mercy Corps Pakistan systems, policies and procedures and in coordination with Country HR  
  • Responsible for coordination for new employee staff card 

Training & Development:

  • Assist in conducting or arranging trainings and/or other human resource development activities for PIU team

Compensation & Benefits:

  • Collect and compile additions/deletions and payments/adjustments and share with Country HR for monthly payroll of field office 

HR Data Base:

  • Update the record in the database that includes contract expiry dates, insurance record and personal information and all documents related to HR as per defined protocols of PIU team.
  • Update and maintain leave record and share this with the supervisors and Country HR as per the defined deadline. 

Performance Appraisal process:

  • Support Country HR to ensure appraisals of PIU team are conducted and submitted timely
  • Assisting Manager HR about the necessary approvals from Field Office before sending these to CO

 EOBI:

  • Support Country HR in updating the online record of EOBI of PIU team and maintaining all communication in separate files.

Others:

  • Maintain confidentiality of all national staff personnel issues including disciplinary procedures and contracts/ pay rates.
  • Other duties/support as assigned by the supervisor as well as Country HR.
  • Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to jeopardize its humanitarian mission.

Accountability

Reports Directly To: Field Operations Coordinator 

Works Directly With: Managers/Supervisors in Field Office, HR Office in Islamabad.

Knowledge and Experience

  • Graduate preferably BBA/MBA with majors in HR from a recognized university.
  • 2-3 years’ experience in HR administration preferably with humanitarian NGOs   
  • Excellent negotiation & communication skills.
  • Ability to work comfortably with an ethnically diverse staff.
  • Work independently and cooperatively with team member is required.
  • Fluency in both written and spoken English is required, preferably local languages.
  • Familiarity with MS Office.
